In addition to fixing #4168, propose adding metrics from https://github.com/eyecatchup/SEOstats

I had a look at this library to replace our current implementations and I wasn't convinced. I does pack a lot of implementations, but fairly poorly IMO. Several sub-libs are included in the repo, the package doesn't seem to be updated (several implementations are apparently not working anymore), everything is using static methods, … A v3 has been discussed in the issues (with the plan of fixing all that) but the project seems dead.

I think we could take the implementations we need (keeping copyright of course),
combine them with ours and start our own project as a Piwik component (e.g. piwik/seo).

- SEO metrics are returned by `MetricsProvider` implementations
- a new event `SEO.getMetricsProviders` allows other plugins to register `MetricsProvider`
- errors while connecting to a 3rd party service are now logged as warning, and shown in the widget as `-` instead of the values.
