Enable "Super Privacy" mode to not track any personal data, aka "I do not want to be bothered with GDPR" #12737

We are thinking that it might be very useful to have a one click "I don't want to track any personal data" feature that disables custom variables, custom dimensions, userId, geolocation, anonymizes IP, optionally referrers and page urls

I would love that kind of feature. Maybe it would also be a good chance to offer a stripped down version of piwik.js with this mode enabled, as suggested in #6546.

There are a lot of people using piwik.js that don’t care about personal data and all the extra features, but just want to see how their website is doing.
